@Noman Mahmood If you're looking to add to a standard lease it might be more cost-effective to have an attorney draft something for you.  It is not usually an expensive service.  If you modify a standard form and it is found not enforceable it can cost more to remedy the problem down the road.

@Nikita Ivanov the general presumption at this time is that the eviction moratorium applies to all residential tenants.  While there are certain exceptions that can be sought through the Courts, I have not seen an eviction to facilitate a sale as one.  

One important thing to keep in mind: the eviction moratorium is not a rent forgiveness program.  The money is still owed and the Courts are processing lawsuits for money.  They also are allowing eviction suits to be filed. If you have a real estate attorney you use, it might be worth having a chat with them about options.

@Raphael Yavneh the rules of landlord-tenant court prevent the stipulation allowing that. More particularly, I have found Essex County to enforce that 30-day rule very strictly.  The upside from a legal perspective (though downside in an attorney fee perspective) is you can file a new eviction complaint, set up a new stipulation agreement, and if they then fail to make a payment enforce that second agreement with a lockout (once the eviction moratorium ends).

I agree with @Jonathan Greene's thoughts on the current value of the property as a rental.  That said where in South Jersey is the property located?  Have you spoken with any real estate agent about the current market sale price and how they see that market developing in the near future?  That might influence how you can price the potential rental.

In NJ landlord registration takes place either through the State Department of Consumer Affairs (like in the situation you describe) and through local government.  Depending on the location of the property it might still need to be registered with the municipality even if no registration with the State is required.

NJ has put a moratorium on removals and eviction court dates but is still allowing filings to be made.  Be sure to check state laws about using the security deposit while a tenant still resides in the property. You might need them to sign an agreement for the security to be applied this way.

I have found National Integrity Title Company is great with Sheriff Sale and REO properties.
