What is the process of buying city-owned properties? I'm currently in the ATL Market and TN Market.

I have a client who wants to change the zoning of his property from  AGI TO MXU, I called the city and didn't get a direct answer as of yet so I thought I'd ask my BG family. I was just wondering about the process and timeline for zoning in South Fulton.
