My first property was section 8 in Seattle. What@Jaycee Greene said about the housing authority is correct. In Seattle it was staffed by people that saw themselves as protectors of the tenants, and me, the landlord, as the enemy. They operated like a labor union for employees. It was extremely hostile towards owners. I suspect being in Seattle had a lot to do with it. If you're in a Red state this probably isn't as much the case.
