Post: Inspection and Appraisal BEFORE I make an offer??

Looking at a duplex to buy and hold. Property is in a great area, but I am concerned that there is a bit of rehab work to be done. In order to make a wise offer, should I get an inspection AND an appraisal before I make the offer? I know an offer with contingencies is an option, but I am trying to see if it's even worth getting deeper into negotiations if the inspection and appraisal results don't make sense. Any and all opinions are welcomed and appreciated!!
