Right away. 

I was fearful of losing the tenant and spending the money to rehab so soon after purchase. Looking back I lost out on thousands in profits and delayed equity growth which I could have used to buy the next property sooner.

First investment was a duplex. I should have rehabbed and raised rents sooner.

Interesting indeed.

Sounds like there could be a loss of value which the city could be on the hook to compensate for or remediate.

My first move would to be contact an attorney or at least the local bar association for a referral.

At least I'd be asking the city to compensate me for the value of the tree (in our area, tree are quite the thing and valuable) and a fence for privacy.

Take a look into a home warranty next time to edge against failing appliances (or hope they break.)

I've had a furnace, multiple bathroom fans, microwaves, garbage disposals and other pieces of appliance replaced for practically nothing. Customer experience isn't great with those companies, but great ROI.

I'd house hack another duplex. Sounds like the current one is ready to be optimized in rents and you'll be able to grab an owner occupied loan.
