I would at least investigate the Orlando area around Disney World for a vacation rental investment.  The market is year-round.  By no means are all of the vacation homes here good investments, but there are some that definitely are.

My experience with lenders of 2nd home loans (not investment home loans) is, at the closing table you will sign a 2nd home rider stating that you can't rent the home or turn it over to a property management company.  I would take the high road and pay the additional interest of an investment property loan for a vacation rental.  It's just not worth the risk.
