I agree that reputation is very important in this business. And seeing as this is our first project, we want to make sure we build a positive one by doing these things correctly!

Yep, that's what it is saying.  You're a flipper, not an owner occupant resident doing work to your own home.  They seem to distinguish between the two.  It seems that if this were a multi unit building you wouldn't be able to do the work in another unit as they specifically call out the rule for single family dwellings.  so if you are looking for a by-the-book follow the letter of the law answer, you need professional remediation.

Thanks everyone for the replies. Appreciate all the advice, but still questioning where we would stand legally. Don't want to be vulnerable to lawsuit because we didn't follow code. We plan to contact EPA Asbestos contact number to see what they have to say. Will report back for those searching these posts in the future.

Thanks for the replies. Please let me clarify that we got it lab tested and the composition of the ceiling material is 1-5% asbestos.

Hi all,

I'm working on a fix and flip in the Bay Area. Some of the easier tasks we were hoping to take care of ourselves and contract out the rest. On paper popcorn ceiling removal should be a breeze, but our asbestos test came back 1-5% in our ceiling sample. 

I'm finding conflicting reports online about homeowner removing own asbestos (taking the proper precautions of course). One line in particular confused me: 

"I am a homeowner renovating my house; can I remove the asbestos myself from my house? Yes, but only if you are the legal owner and a resident of this house (single unit family dwelling), and you are personally performing the asbestos removal" - Rule 1403 Frequently Asked Questions (FAQ) Section 1.3

Any additional advice or help understanding the legality of asbestos removal would be greatly appreciated.

I'm not sure what the laws are there, but our city has rent control on anything more than a duplex. Because of that, we have the same issue.
