Here's a typical Rocklin rental http://sacramento.craigslist.org/apa/3157865171.html(Not my property or company!). Look into Roseville as well. Don't completely avoid Natomas, Antelope, Rancho Cordova and Elk Grove, just make sure you're purchasing in neighborhoods where you would live yourself.

If it is a big bank, the best way to do it is call the bank and see who the agent is that is assigned to the property.

For a smaller bank you may be able to get in touch with the asset manager directly and make an offer before it's put on the market.

Compared to residential, I know on commercial properties that asset managers/lenders are usually more willing to entertain offers on the property before it's put on the market.

The owner might be in a position to offer 5 years free if there's no loan on the property. I would think they're looking for a corporate tenant on a 10-25 year term.
