@ Teri Thank you so much. I called HUD asked their plan. I am still waiting to hear from them. Also I will ask about a quiet title to my lawyer.

@Greg  Thank you. I will contact the previous owner who sold this house. I will ask how they did it.

1 month ago, One person drop this deal because of BAD Title. 3 days ago, HUD put this house back on Market. So I made an offer to HUD house and got accepted.

I thought HUD actually went through to fix this issue, That why they put this house back on market. But My lawyer told me that it still seems to have issues.

My lawyer said

 "I will have to go to the archives to look at the old probate file. The will in the chain of title showed 4 heirs but only 3 signed the deed to the property in 1994. "

This house was sold in 2007 to individual person. My question is if this house could sell in 2007, how did it happen?  NO title insurance? 

What is the solution for this tittle issue? Does Quiet title action solve this problem?

My CPA is telling me we should sell our rental house which We used to live while we have a benefit for TAX FREE term. We lived 5 years and start renting 2 1/2 years ago. I am thinking to keep renting or sell 2015? Is Knoxville TN 2015 Market good for selling?
