Create a zoning overlay for the area and pass development incentives for it such as: permit fee reduction, waive platting and zoning application fees.

Do an area development plan that makes the area sexy again, brand the area with way finding, use CDBG funds for street repairs (if low-mod), waive tap fees, plant street trees. Create a TIRZ. And so forth... 

Rezoning it might be difficult if it is a single-family area. Beware converting it without rezoning. Duplex and triplex will need two or three electrical meters and that'll be the trigger. Don't get too far into it without considering that the SF neighbors aren't going to be thrilled about a triplex rental next door with six cars parked all over the place. You'll need to hire a registered surveyor to stamp the certificate. I'd imagine you'll do this just to find out if a LOMA is possible so it could be a gamble unless you've done research that other nearby properties have been removed from the FEMA floodplain.
