It sounds like this is a nonconforming lot.  When was it created?  Here is the relevant code sections to look up and the exceptions to developing nonconforming lots:

17.65.060 Minimum lot area width and frontage.
The following table contains the minimum lot area, width, and frontage requirements for
the zones in this chapter.
Standard Zone
HBX-1 HBX-2 HBX-3
Minimum lot area 4,000 sf 4,000 sf 4,000 sf

Thanks for the feedback.  

The valuation we presented was determined by established real estate principals--using rent and cap rate and were used constantly with all the product types presented to allow someone to develop some baseline understanding about the types of construction. As you point out, there is a necessary next step for someone interested in ADUS to then consult with a banker if they are using a loan to build.  Anyone interested in learning more is free to contact me and I can explain further how to proceed and use the chart. I  hope that as this product is more common we will see more standardization in appraisals.

The problem with appraisals up here is that it is not consistent and there isn't a policy across the board.  We try to have education and discussion with them and the banks

The shipping containers referenced in my attachment that I sent you don't look like shipping containers.  Cities in California are not allowed to have design review based on the new regulations.

Hi Dan:

The valuations are based on net income (not gross) and cap rates for the area--which is how we have seen appraisals calculate value. It is key to make sure you can keep those construction prices down which is why we provided that perspective of different types of ADUS versus the value.  Hopefully it is helpful

It would be pretty hard to enforce (logistically) in two languages.  Rocket Lawyer and AIA both have sample contracts.  Make sure they have a valid state license, workers comp and liability insurance and add you as additional insured. http://www.cslb.ca.gov.  Only pay against progress after their first $1000.  And-hold back a 10% retention until you get the final sign off.  Make sure they provide you a complete scope of work and line item budget. You do not need an architect, you can use a designer.
