In Missouri, when a lease expires and is not re-signed, it automatically converts to month-to-month tenancy. You can give a 30-day notice at any time.

I've had a lot of the same items repaired or replaced in one of my properties. The prices have risen since I had it done, but your estimates seem a bit high for the St. Louis area.
I just spoke to a painter who estimates about $100 per window or you can get new vinyl windows for about $200 each. When you wrote 'Replace 1 breaker', do you mean replace 1 circuit breaker panel? I think the mold remediation may be your biggest headache! Good luck!

Relating to your question Debbi Mims, California is a different kind of animal, but it is always important to process everyone's application the same or a landlord could be in for a discrimination lawsuit. As long as all applications are processed fairly and equally, you may choose the renter based on your own criteria. From what you described, it sounds like your situation needs to be looked into.

Tough call, Marissa! The tenant, and her section 8 case worker, knew the lease was ending months ago. It may be time for the old "cash for keys" routine. First, talk to her and her worker to figure out what the real holdup is. Then, use that information to come up with several offers to get her out of your property quickly such as: 1) tell her you won't formally report her to section 8 supervisor 2) you won't put an 'eviction' on her record 3) direct her to another location that you know of 4) give back some of the security deposit or 5) offer to pay part of her downpayment. Whatever you can come up with, then go for it!
I put the responsibility for ending up on the street squarely on the tenant before they ever move in! If they had paid on time, taken care of the unit, not caused trouble, etc., then they would still have a place to stay.
