What is the cap rate for an older built about 80 years old building in downtown Seattle area, specifically Belltown/Queen Area area? About 15 apartments. Thanks for any help.

I am looking at a flip house that has failed previous inspections because of the foundation.
1. Can anyone recommend a structural engineer for foundation work in the general Seattle area?
2. Anyone have a range of cost for extensive foundation work?
