I called Code Enforcement but didn’t get an answer, so I left a message. In addition, I went by the house and dropped the notice off. Apparently they already received the notice from Code Enforcement because the lady who came to the door mentioned March 20th.
They STILL had that mess sitting in the yard and on top of that they were burning trash in city limits.

I'm going by there today to deliver the notice myself. In addition, I will send the notice to the occupants by delivery confirmation and regular mail, and to the owner as well

I recently purchased a tax certificate from Mobile County. A few days ago, I received a notice from the City of Mobile Municipal Code Enforcement Department addressed with the previous owner's name with my address.
This letter was a "Violation Notice" which indicates several violations. How do I handle this?
When. first acquired the certificate earlier this year, I sent a notice to the owner/address accessed on the certificate and to the property address via delivery confirmation and the letters were returned to me. In the letter were also pictures of the property evidently showing the debris violations. (See Attachment For Letter And Debris At Address)
I'm not sure what to do and I don't want to have to pay any fees; there is a family living there or squatting there. I say that because if they were the owner, I'm thinking they would have contacted me and tried to redeem their property. Or if there was a paying tenant, they would have contacted the owner to let them know so their tenancy won't be disturbed.
If any has experienced this in Mobile County, or who have experienced this at all, please let me know what the next step is. The letter gives until March 20th to have this corrected.

Post: Property Manager Collecting Rent On House Sold In Tax Sale

I purchased a tax certificate and there is a tenant in the property. The tenant says they pay the property manager monthly rent. The owner who the property that is accessed on the state website has over 50 properties that are listed for sale either as a tax certificate or tax deed (land and buildings). I sent a demand for possession to the property address and the owner's address listed on the certificate. The letter that was sent to the owner's address came back undelivered. I've been told by another investor that a property manager or owner for that matter is not supposed to collect rent on a property that has been sold to the state for delinquent taxes or if a certificate/deed was purchased by an investor.
I spoke to the tenant and told them that the property was listed for delinquent taxes and I purchased the certificate. They were initially willing to sign a lease with me for $400 because their rent is currently $450 and the property manager was going up to $475 for rent.
I need feedback on how to handle this situation. I've already contacted an attorney with the same message and just waiting on him to reply.

@Denise Evans, I am new to all of this tax sale, certificate, deed thingy. I just purchased 3 apartment buildings through a tax sale today. All 3 have 5 units each. Each unit has 1-2 tenants in them. I should get my tax certificate in a few days.
My question is how do I go about taking possession of these properties?
Do I send the tenants a letter informing them that I am the owner now?
Will that alert the previous owner that they didn't pay their taxes (now they will know and redeem)?
Do I get a locksmith out and change all the locks?
Do I fix us the empty apartments and start renting them out?
What is the tenants are on section 8 or some other government assisted housing, how do I go about getting those funds sent to me?
