Can Property Manager sign land contracts on behalf the property owner who is out of state?

Hello!

An out of state investor owns property in Detroit and must start the eviction process on a tenant.  Is the investor required to file the paperwork and attend hearings or can they designate someone in their absence to handle the eviction process?

Yes we have visited the home, however we were not able to identify the occupants.

Recently purchased several properties in the Wayne County Tax Auction in Michigan.  One of the properties is occupied however, I have been unsuccessful at obtaining the name of the current occupants/residents.  Is there any advise or suggestions how this information may be obtained?
