Be sure to check crime stats in some of those neighborhoods.  Areas like Brooklyn have seen a dramatic increase in violent crime (homicides especially).  Every neighborhood has good blocks.  If you can identify those good, stable blocks you can be part of solution helping to further stabilize the neighborhood.

In the next few weeks, I'm going to list a 2-unit rowhouse in up-and-coming Reservoir Hill.  It will likely come on the market for around $185k.  The newly updated bottom unit could likely rent for 950-1150 and the top unit is currently rented for $1150.  If someone wanted to do some house hacking this would be a good fit.  Easy parking too.

@Tanner Duncan I had a neighbor who had a sewer backup.  The problem was actually under the street (on Baltimore City's terrain).  The homeowners first had to install a clean-out access just outside their house so they could properly snake the drain.  I wonder if the insurance would have covered this?  I don't have an access on my house.  It cost my neighbors around 4k to have the sidewalk torn up.
