 Some things to consider are having a lighted pedestal at your hookups. Often people come in after dark and it helps. On a small park, you can do gravel instead of paving. It’s not a deal breaker for most RVers. I would have a way to charge the electric back with individual meters. You can’t do that with water though. Texas would consider you a municipality and you would have to get a license to sell water. 

Hit me up. I’ve never built one but I have helped others with the beginning stages. I will be building one of I can find the right property though. Possibly more than one. I have been building all my life though. Built up to 100 million dollar projects. Not far from you either. Bigger Pockets is hands down the best on the net. I would not have achieved what I have without this site. Keep active here and asking questions. There is a wealth of info here.

I’m not afraid to buy the small ones either. I don’t have one that small but I’m not against it either. It’s all about the numbers. 

Mine has to cash flow with just the lot space though. I don’t want to be a landlord, I want to rent parking lot spaces. All of mine are OOS (so far) so it has to be big enough to make it with my time.

 I was exactly where you are once. This platform, bigger pockets, is exactly where you need to be. You don't need a group. You have one right here. 

learn all you can. Ask seemingly stupid questions. Someone will answer. We all start from Go. This can happen and it will if you let it.

@Justin H Harstvedt it's hard to be precise just by looking at the pictures but I don't think it's up to code. Those 2x12's don't look like they will span those decks at a 20psf live load. Someone have a party on those and it's likely to fall in. It may not be as big a spam as it looks in the picture though. 

That doesn't mean some of it can't be salvaged. But, in reality, it will probably cost about the same as a new build compared to a remodel. Good luck with that one.
