as @Manolo D. stated. 

You must offer them a steady check at there pay rate. In the winter time i have a influx of skilled contractors that i take on, i have taken them from there summer job by offering less money than what they were making but since i can show them i work 12 months out of the year compared to 8.

most of our employees came from our current employee referrals.
