Think it like this. The tenant comes and points out the little details that might be a spot on the rug or a crack in the wall. 

Best to document those things and note them down on the walk thru so the tenant is protected from having to pay for that when they move out. 

You could offer to fix some or all of it, but advise them that the process of them moving in will delay and we will have to postpone the lease to make sure that the items are corrected before they move in. 

I’m sure that’s not what they want. So let it play out and at the very lease let them know how you will handle the situation and get back to them. 

This will give you sometime to think and come up with the best resolve.

I also would not consider a deduction of $200 of the rent and I would not give them a gift card either. 
I would move on from this tenant. If they are not able to pay and asking for a reduction in rent, that is a signal that it’s time for another tenant. 

Let’s move on.

1st does the aunt and uncle qualify for the rental? If yes, then I would separate the 1st tenant that is moving out and inspect and do a walk thru with the tenant moving out. 

Have the house cleaned and fix any maintenance issue, use the security deposit for that and refund the rest. 
then the aunt and uncle can move in if they are qualified and able to provide 1st months tent and security deposit. 

Do not discount the rent have the tenant clean the place. For all you know, they could tell you that the place was cleaned but not even do the work.

I agree with Kyle, you will not be able to enforce the lease with the tenant. Even if you take them to court, you will end up losing time and more money chasing. 

Just keep the security deposit and start advertising for another tenant. That’s why you keep the security deposit.

I think in the future have the tenant restart the gas by having the tenant opening up an account. 
This way if the tenant does not pay the bill the Gas company will turn off the Gas within 30days of non payment. 
tenants name will be in collection instead of yours.

Here is what I would do. I would just have a conversation with your tenant about her daughter violating parts of the lease agreement and continued violation will result in termination of lease. 
I think if you caution her (your tenant) then   You can see how things goes. 

Btw the way, I’m about to get into Duplexes and what to know a few things. 

Utilities for your duplex are separated? 
Is the property tax might higher because it’s a duplex?

You DO NOT need to tell the mortgage company. In fact you should make sure all documents that are related to the bank goes to a PO BOX so your tenant does not see them.

I think if they have fishes or small birds you should be fine. Those are not going to damage the property as much as Dogs/Cats will. Those are confined to cages and majority of the time are not getting out and freely roaming the house.

Here is what I would do. Instead of not collecting rent money, I would just refund her an additional month of rent. 
the last thing you want to do is not to collect rent. I understand her circumstances but in this case if you refund her you stay in control of the situation.
