Here is what I would do. I would let her know per lease agreement that cleaning of the house is part of exiting. Explain to her that cleaning was necessary for the next tenant to live. 
I would not give her the $100. I think you need to run this like a business.

Definitely a nightmare day. I think if that happened and at that point you need to make a decision to let the parents know about the situation. 
Im thinking from the parents point of view, maybe they are younger parents in their earlier 20’s and may not have a lot of discipline by their own parents. And now trying to grow up, have absolutely no control over their own kids. 
There definitely a deeper root cause of why the kids is the way that kids is. It’s unfortunate but if you have a situation like that, tell the parents! Maybe they need to really hear it from another adult. Sometimes hearing things like that opens their eyes to what is really happening.

The reason why you are not clear yet is because you did not do enough research. 

1- 1st step is to read more RE books. Based on the books you read the one that interests you the most will draw to you. Then, the next decision is do you have the TIME and MONEY to pursue that type of Strategy. 
Strategy would be like; Turn Key, House Hacking, Wholesaling, Flips

There are many ways to earn money in RE, but starting off and learning 1 of them can be difficult if you do not have the skill or knowledge.

Another question: Since you have 4 properties in 1 LLC, is the property under your name or the LLC's name?

If it's in your LLC's name at what point does the bank let you put it in your name?

Does it depend on the amount of cash flow each property produces? 

Or is there a book, pod cast, or other way I can review the info?

I have a property in CA with solar. The tenant is good and has been there for several years. 
I have the solar in my name and pay it as well. The solar payments are not much and I just believe since the tenant is already paying the other utilities I would just take care of this one. 
For me, it’s not worth change the lease for another $40-60

If possible I would have the tenant put the utilities in their names. This way the bill will go to the tenant and they can take care of it. 
if you live in a state where the tenant can not put utilities in their names then I would raise the rent to an approx amount of the utilities to cover.
