Most any faucet you purchase is going to have a threaded connection at the faucet itself for the water lines to connect to. Be it a widespread or 4” center set or single hole. Now the pipe coming from the wall is going to be 1/2” is n size. No matter what type of pipe it is it will have a valve on it to turn the water on and off. All you need to do to make sure your new faucets fit is install valves on the pipe coming from the wall. (You should always replace these when replacing faucets anyway) that have 3/8 connection on them. They will be 1/2 x3/8 angle stops. Then you simply purchase 3/8” (the valve size) by 1/2” (the faucet size) supply lines and bam make your connection.

Perform a smoke test to either confirm or eliminate it being on your plumbing sewer drain or vent lines. I use a flashlight and turn off the lights when I test. Makes it easier to see the smoke. Perform a peppermint oil test. Very effective and cheap DIY alternative. Do both these test with Ac off first then with it on.

I'm a plumber. If you get a hammer drill you can drill through the footer. I'd put a shutoff valve right there close to house. If you use PEX (which I suggest because it will not busy when it freezes) then after your valve just sleeve it through the concrete and go to your next available "good" threaded fitting and connect it. Done. If you PEX it from your meter to the valve you will have no connections to leak in the ground because it's a straight run.

Wow. I am a plumber and owner of a company. We do tunnels and repipes on a regular basis in Houston. Some of this advice is a joke and totally wrong. I'm amazed at how people offer advice to others as if they are a pro. What a shame to be on the receiving end of this and not know any better.
