I have had great success with PenFed Credit Union. They are a very large credit union. located in the Maryland DC area. I'm about to close on my rental HELOC. It's taken about four weeks. The appraisal was the longest process.

I have $40k for a down payment on a duplex. I’m already pre approved. After closing I want to borrow $20k from my relative to replenish my bank account so I can have buying power. How do I structure the loan at 10% with a 5yr ballon (or better terms if you have ideas)? How do I explain the repayment to her so she can see the benefit? She’s told me that she’s willing to help financially.

Jonathan, upstate SC is a very hot market.  Investing in this area can be done, but the houses are not on the market long at all regardless of the condition.  Acquire an investor friendly realtor in the area and send him/her your parameters.  Spartanburg is my home, I worked for FedEx for year. so I really know the area, and I have a hard time investing in the area.  The upstate of SC will not slow down anytime soon.  I suggest that you look in a radius of 1-2hrs near ATL. I85 North, is a place where people are buying properties unseen and paying too much.  It can be done but you will have to hustle.  Do not buy if the numbers do not make sense!  In my experience, people are paying up to $20 over asking.  My rental's value has increased $30k, since late 2020.  Now I love that.  But I'm not selling.  It's cash flowing over $300/month
