It seems to be more common where water is included in your monthly rent in CT small MFR's. The problem with setting up RUBS is that if you are the only landlord to do it, you end up being less desirable and harder to fill. I have heard (in other areas of the country) that as long as other landlords are getting on board with it, it makes sense to pursue. In my markets, it is not worth it on the small MFR. But I too, would love to hear if there are areas in CT where RUB works. I wonder if any larger Hartford / New Britain MFR's have instituted this yet. Hopefully someone has that experience.

@Bill Briscoe. To be honest, I "glazed" over most of the responses, but I wanted to share my opinion on the matter because I think it is important for humanity to work in good ways in REI. First things first: Income. If her income warrants her to afford your place (and meets YOUR criteria for DTI), that should be the most important piece. Secondly, does she have longevity in her job? If those two items are favorable, let's go to the third item. Has she ever defaulted on her rent, mortgage, HELOC before? If loans and (non-life threatening bills) were late, but she fed her family, and paid her mortgage/rent in the past, that speaks much higher than credit score.

Another piece is basic human emotion and body language.  How did she act? Was she respectful and did she look you in the eye? Does she appear to be someone you can be direct with and tell her you don't take any BS (without using the term of course)?  My tenants pay me early every month because of the way I meet them Day 1.  They are NEVER late. It's a respect thing.

Lastly, her "situation." I did see some people above just stating "NO." Or I would walk from this.  Divorce can be such a difficult thing to go through, and no one who lives in the glass house should be throwing stones...  Point is, I have had several divorcees (with horrendous credit, but great income) turn out to be not only good tenants, but almost "friends" when all is said and done.  Again, you could score some major points by giving them the chance.

By no means is my post telling you should act on emotion alone, but I truly believe that all of REI is a "mix" of everything. It is NOT JUST A BUSINESS. It is also someones life. It is being a good human being. It is about taking calculated risks that might get you even further had you NOT taken that risk. Again, if she has red flags that you are unsure of, then walk. I just wanted to offer you a different perspective. My $.02

@David Noskiewicz. You can go to to CT.Gov sites and for $120 do it on your own. I am not sure if this pdf will work or not, just google it. You do not need an attorney. I have set up several LLC's over the years. It's easy, and inexpensive. You need to file for an EIN as well. Marcia, thank you so much for providing me with the links to do some further research. I will definitely look into this further, even if I may have scared him off with my "pre screen" questions.

Good evening BP Community!  I am a property manager in CT, and have been doing so for 5+ years, and this is the first time where I have experienced the screening of a potential tenant who does not have a SSN.  It appears as though he is in a student visa status. I definitely don't want to violate any fair housing laws, but have never had this experience before, and I want to be fair, and make sure my owner is also covered from a liability perspective as well. I so appreciate any input or feedback any other property managers, landlords, REB's may have on the matter.  Happy Holidays!
