The building department wants the wall that separates the 2 units fire rated 1hour. I have no idea where to start. I asked the city for some help and they send me to google. Any help is appreciated thanks.

As is cost 79k , Estimate rehab cost 110K ( with out a garage) ARV 260K
Originally this DUPLEX was going to be a flip, but I have decided to BRRRR I need help deciding if it's worth it to build a 2 car garage with independent double doors since this property is a up and coming area, garage may be a nice if not esential feature to get quality renters. I am hopping to get $2800.00/ Month for both units. unit #A 2 bed , 2 1/2 bath Unit #B 3 bed and 2 1/2 bath . Thank you for any comments or advised.
Note: This is my first BRRRR . I have done about 5 flips but not in this area and not this big of rehab
