I am sorry for your troubles.  We aren't all weenies.

If my clients ever have an issue with us, we address it straight away. 

If a client remains unhappy, we let them go, it's not worth the fighting.

Lastly, if a client opens up the second channel to the tenants, and we aren't there while the  talk takes place, we fire them.

Our whole business depends on competence and trust.

I would never put expense on a tenant because (as Max is saying) they will ignore a leak or howling AC until the damage is far worse.

I always make sure the vendors know they should report anything that smacks of tenant abuse, and we bill the tenant accordingly after the fact for those issues. Like 200 tampons or feminine wipes in the main line, or baby's rubber duck in the gooseneck, or a burned countertop in the shape of a frying pan or cigarette.....

We do not execute the lease until we have the deposit. If the applicant backs out after the lease is signed, we have ceased marketing and lost market time, we have paid any agent commissions and finders-fees, and most importantly: the tenant has executed a credit agreement for a year's worth of rent payments for the use of the property.  

We will immediately start over to mitigate the tenant's loss for this responsibility, but they are under contact for for rent and expenses until the day a new tenant takes possession.

different people have different reasons. Some start off great and things fall apart. So they are angry and blaming, some are entitlement babies with no sense of responsibility, and some are so sweet they believe you won't mind that they are problem children.  

Screening only shows some, possibly, of the past.  Who knows what the future will bring?

Be careful of laws for domestic violence.  In Texas a victim can vacate without penalty with a restraining order and police report.  Normally the abuser is stuck with the lease.

@Sharon R.  Try visiting the NARPM site for Georgia. (National Association of Residential Property Managers) for members near your property . 

Send a termination letter to the old PM and a demand for all funds. Itemize the list.

Give her your new PM's address and contact information, and do the same for the new one. Notify the tenant. Have the new PM physically collect everything from the old one.

The tenant should be responsible for the full rent, even on Section 8. Put the responsibility on him to get the assistance, and until they pay you directly, require the full amount from him. Its his lease.

If you don't get what you are owed from the PM, sue.

Stop the bleeding.   She's already demonstrated no integrity and will bleed you as long as she can.

And don't forget the ones who damage your rep.  I've had one start a website against me for enforcing the lease! On a $2k a month rental!  If people put that much energy into making the world a better place....
