Got a little insight. But dont rely on some 12p hr online home certified home inspector course. Highest req in us. More you know more you can solve problems more you make more yourbin demand and you know old co.mercial they tell 2 they in return tell 2 more. Every real estate transaction reuires an inapection and everybpeoperty residential multi family industrial officestorage mobile home park. Every property us changes hands every 7 yr i beliec e. Rule of 7 look it up

And you dont want to get on bad side. Some are jerks got god figure attitude watch out for them. Request someone else. Yes they can do ll those things downvto red tagging property. But there are stepsbbn procedures to follow. Constitution rights to protect you

If city or co inspector unless working erd party for jurisdiction and usuas lly eve.g n then would have city vehicle or min city magnetic signd .  AnDC no he doesnot hadd ve right to enter your property without your pedth mission. Butv you have the right  to deny access.  He would then have to get a warrant unless there was harmfull situation, gas leack ect.  He should have credentials  he should know and you also have # to permit center. Id of asked you to call find outvwhat mix up was have them describe  me to put you at ease.  Sounds likeca thief possing as tryingvto get acces. Scope things out

Go to planning dept is correct.  If zoned commercial and has sfh, zoned commercial.  Does that mean you can build multifamily?

How large is lot? Cant build much, unless

1- allowance for on street parking

or 

2- zoned high density.  If so struck gold.  That means, with allowances allowances allowed by building code say have 5000 sq ft lot.  Normally have 5 ft set backs around perimiter to begin with.  Leaving you say 3000 sq ft in change.  Maybe r  2 bed units u5p sq ft.  Now do it rite you can build 12 units.  To build buy premade plans saving large'$$ expense of the bat.
