That mold is going to be almost exclusively on the surface, since it's caused by condensation. Just cleaning it off and upgrading the fan as described (and wiring it to the light) would be totally fine.
It might be nice to paint the ceiling at the same time though - the tenant will surely appreciate it, and it wouldn't cost much.
Like any repair, I would always take before & after pics as mentioned above. That way, it'll never be your word against theirs (like when they're late on rent one day, and that minor surface discoloration turns into thick cakes of deadly toxic mold).

You haven't been sued until it's actually filed. At this point, it's just some tenant and a (probably free) lawyer with their hands out.
Until then, I'd still get my own lawyer, who can give you real information + advice on what to do, and who to do it to π

If I were looking at buying a golf course, I'd definitely want to play it first.. which is gonna be kinda hard to do in February, in Ohio π
The reason is, I'd want to see how nice it is compared to others in the area, how well they're maintaining it (is there room for improvement, or is this as good as it gets?), what opportunities for upgrades there are (which depends heavily on the landscape - not just the landscaping), what needs fixed, how busy it is, and what the golfers and hotel guests think of it in its current state.
I'd also want to know how much overlap there is between golfers and hotel guests, which business is attracting people to the other (if any), and if one business is helping keep customers at the other despite some shortcoming.
With a golf course, that seems kinda hard to do outside the active season.
The two might go together well, if they can efficiently share some resources (ie, kitchen and staff).

I'm not sure enough people will ever tele-work to cause that much disruption.. at least not compared to other technology related market changes (imagine what self driving trucks are gonna do). The only big exception has been moving work offshore, like the lower end IT jobs. I think most of this change has already happened though.
That said, having a nice home office would definitely be a selling point in some locations - especially in more upscale areas that are close to an airport.
The other group that'll always want a real home office, is any kind of business owner.. although that's probably the same as it's ever been.

I'm assuming this only provides heat and not AC?
If the building seals up decently, electric baseboards should be fine. If it has ancient leaky windows, though, you might need to upgrade those - although if I was the tenant, I'd want to see that regardless.
Alternatively, if you do want to move it and the crawlspace isn't suitable, there are furnace / AC units that can go in an attic.

Sorta related to the fake paystubs.. one thing I've thought about doing is to use commonly faked things on the app as a kind of honeypot.
For example, you'd have boxes for contact info of employers and previous landlords - but instead of calling them for a reference, the purpose is to spot the ones that aren't real.
