Not legal advice, but a blanket 10% increase in the lease (even if you say it is for future cap expenses) would be thrown out in court, especially in Oakland. You can, however, put the costs of capex on the tenant itself if, and only if, the capex expenses are for the benefit of the tenant itself AND only after cap expenses have been paid off by landlord. Thanks for the kind response and most appreciated. I have definitely heard it is very hot market, and I am definitely looking into other areas in the area.
May I ask what other areas you might suggest? I've done some analysis and like Hayward and Richmond. One main focus was a duplex near a BART stop - I know Oakland area decently well but not as familiar as other towns.

Hope everyone is having a great weekend.
I recently moved out to the Bay Area/San Francisco and have enjoyed attending the local REIA groups the last few months. A lot of great folks out here!

I am looking for a vacant duplex in Oakland, with a price below $800k. Target price would be $500k-$700k.
I am looking for properties in neighborhoods of 1) Temescal 2) Longfellow 3) West Oakland and 4) Emeryville area/North Oakland.
I am looking for a property that will need some work all the way to turnkey properties.
