Following what the lease says and what the law says of course....I agree totally with @Andrew B..  I'm not out to squeeze $ out of people but if they cost me in my area then that would come out of their deposit.

I could do it.  I've done it for new construction and when hiring remodeling GCs but technically I've never flipped.

I've had a handful of municipalities and none have required this.  

Perhaps they know somehow though because they had different property tax levels for personal residential, residential rental, and commercial.

I do have a college age child renting in a jurisdiction where I own no properties.  There is a permit posted on the inside of the door of that rental house saying it is approved for rental occupancy and for a certain # of unrelated persons, i think.  So that jurisdiction must require what you are asking about.  I could send you a photo if that would help.

1) Not true at all in my experience.

2) 4+ could maybe be zoned R3 or R4, not Cx.  It's up to your local Zoning Commission.  Call the County and ask if they or a City in the County has Zoning jurisdiction over that particular area.  Then call Zoning and ask them.  They'll know.

It's good that you had the conversation.  Sounds to me like you two needed to have a open conversation about the "sads" and "glads" of how the venture has gone so far.

It should not be your sump pump.  Sump pumps typically pump ground water from rainfall.

The common culprit is that water is leaking from the toilet tank into the toilet bowl, slowly but steadily, and you don't notice it.

The next thing I'd consider is a leak underground between the water meter and wherever the water line enters the house.  Sometimes these show up with greener than normal spots in the lawn or soft wet ground, depending on your area and how deep the water line is buried.  Like Bob H said, if there is a main shutoff valve in the house turn it off.  If the meter still shows usage then surely it's a leak between the house and the meter, underground.  In my area the meters have little red triangle objects inside the glass covered meter gauge.  If that triangle is rotating around, spinning around, then water is being used.

I looked again at your post and it appears you already had the main valve shutoff.  So I think it's a water line leak.  At least that's what I'd think in my area.

I've only used Resident Research.  No problems with them.

My application states that I can deny simply because there is "no apartment available."

So, once I pick one applicant, the others, regardless of how strong or qualified they are, obviously get denied.  I believe that works fine in my area.

I probably wouldn't do anything although I pretty much agree with @Wesley W. 's comments.  If I've recouped at least a month's rent in late fees, I wouldn't do anything for sure because that equals a lost month's rent if i have to evict.
