As Todd said, North Minneapolis typically has the best return but with the highest risk. There are great deals scattered around the entire twin cities metro area if you look at enough. As far as determining rents I agree with everyone else in craigslist and rentometer, as well as partner with someone who has access to the MLS. There is very valuable information about rents on there, that isn't public information. Everything from posted rents (50+ per day) to previous accepted rental rates in every city.
