Good rental market with plenty of demand for rentals. Mostly its military and shipyard work with tons of service industry and a few other large corporations. I invest in Hampton Roads only and am very happy with the Cashflow/COCROI.

Lots of successful investors from begineneers to syndicators in the Hampton Roads area. I started here because I was here and it was comforting to put eyes on the project, and meet the team face-to-face often. It all comes down to your numbers though, if you arent seeing your minimum returns here, then maybe another market would be better. What kind of ROI/cashflow and strategy are you looking for?

Agree with above, the easiest way is to split it based on the number of people in each unit (more people, more use). 

One other solution is to submeter via meters on each water line in the unit. Theres a company out there I've used called trusubmeter.com. They send the kit, which you can install very easily, just screw in the meter between the wall and the water line. Then it monitors the usage and sends it to a hub plugged into the wall somewhere which is connected to the cell towers. They split the bill based on usage and send it to you to forward to your tenents and essentially get paid back for their water bill.
