Septic systems usually last about 30 years. I would factor that in as well.

The one bedroom thing really depends on where you are. If you are in between a military base and a college then it's a strong buy, if not, YMMV.

440 SF is big enough for a one bedroom.

A legal nonconforming building is not a problem. You may need a letter from the city explaining the situation, at most.

Why wouldn't they'll? You'd have to buy it from them, but if they have no objection to selling it then you can split the lot.
