Thank you all so much for your replies.  I have obtained estimates from other contractors and a few have indicated that the waterproofing is not necessary and most likely an "Up-charge".  One contractor said that the sidewalks do not get waterproofing and my steps do not need it either.  That make sense.

The front steps of my house is starting to crumble. The tenants used snow salt this past winter which cause the concrete to begin to deteriorate at the edges. I called a concrete/mason company an he said that partof the repair would involve waterproofing the steps and this would be an additional $150 to do.  

My question is, I understand why one would waterproof concrete for a basement, but why would someone have to water proof concrete steps?

All throughout my 20's and 30's, I had roommates.  Sure there was turnover but we always took it upon ourselves to find a replacement when someone left.  I stayed in the same house for over 10 years. My then landlord had steady income for 10 years.   I would say that friends as roommates are the way to go especially if you are in a hot rental market.  (Of course, my place was by the beach so I had no problem finding roommates.)

I believe that in a family situation, if one person loses their job, it would jeopardize the entire families ability to stay.

With that being said, I am not advising one way or another.  I would rent to a family just as easily as I would rent to a group of friends.  As long as the background and finances checked out, I could go either way.

Those laws will vary from city to city. You will want to check the city rent laws where your property is or just inquire with an attorney.

i agree with @Justin Tahilramani.  Is that AC over 30 years old???

Replace it and quick.  Your tenants should be comfortable in their senior years.  :)

Some people say that "Ignorance is Bliss."  However, sometimes, ignorance is just plain ignorance.

I have a duplex in a neighbor that many would call sketchy.  I do my due diligence and screen all tenants.  Background checks, in depth conversations (aka interviews) full reference checks both personal and business, and a favorable debt-to-inome ratio......a salary of three times the rent does no good if there is excessive credit card debt.)  One tenant has been with me for 5 years and the other for two years.  I have a 2% cash flow and hardly any maintenance fees because i rehabbed the house for safety and efficiency.

I manage it myself because I do not give them a need to call me for unreasonable repairs. 

When people are treated with respect and an open communication is developed and maintained, a relationship is built that is based on trust and respect.

The bottom line is that if I don't treat them like crap, they don't treat me or my property like crap.  Sometimes it is not about the neighborhood but simply about the people.
