@Joshua Mazzotti Soto I'd have a discussion with the city to explain the situation. City of Tampa typically isn't too unreasonable. If you were going to pull permits for the work anyway, and depending on the past work where permits weren't pulled, the actions you need to take may be what you were going to do any way.
In my experience going after someone in the courts who is already trying to not be forthcoming with information typically results in more wasted time/energy/money on your end. It is quite frustrating for sure and there are no shortage of people who take advantage of others but, ultimately, unless there is significant money you are loosing ($25k+) from this due to their lack of disclosure, it usually isn't worth your time. (***I'm not an attorney but slept at a holiday inn express last night***)
I've personally dealt with the City of Tampa on unpermitted work and also assisted clients through the process. It's impossible to paint each situation with a broad brush because it truly is case by case given the work that was done, inspector that is handling it, etc. My biggest suggestion is to go meet with the city in person as that is much more effective than calling in. Going in will really help you get a much clearer explanation of what is going on and what is needed to remedy.

What return are you looking to make?
Just about any neighborhood within 30-45 minutes of Tampa/St Pete offers solid opportunities for flipping (I know, I know, a realtor telling you everywhere is good to buy :-).
I am not sure what the Denver market is like but there are not too many HOA neighborhoods in this area unless you go east in areas like Brandon, Ruskin, Valrico (which are good areas to flip in) or North of Tampa in areas like Land O Lakes, Wesley Chapel & New Tampa. Some of the top neighborhoods closer to downtown Tampa and downtown St Petersburg include:
South Tampa - 33629, 33611, 33609, 33616 (there is potential to get homes under $500k here but prices go up to $1 million+). The under $500k price point will mostly be found in 33611 and 33616.
West Tampa - 33607
Town & Country - 33614
Temple Terrace - 33617
Forest Hills - 33604
Areas surrounding down town St Pete - Kenwood 33713, St Pete - 33710, 33713
Gulfport (15 minutes west of downtown St Pete) - 33707
Clearwater - 33755, 33765
Dunedin - 34698
