Without breaking things down too terribly much...what about getting the 1st 1/1 up to speed in rent and renting out your 3/1? You could leverage the property to reinvest and keep the cash-flow active. Just a quick thought.

Should you what? Feel bad? It would seem to me that having an emotional response is natural. I would expect that you chose the one tenant over the other for a reason. Would you feel bad if you chose the other one? This ultimately is a business deal for you and while it does alter the life on another it was a requirement for your purchase. I'm sure this person can find housing somewhere and perhaps you are taking the action and creating the motivation they needed to move to the next level in their life.

It depends. What is your goal?
The inspector should be able to identify the potential issues you mentioned as well as expose other potential hazards and give you suggestions to seek out estimates for the work.
The specific contractors will apply their knowledge to the areas of their expertise and be able to give actual estimates for the work.
Can you afford having both/and? Is that reassurance worth it to you?
Is this a deal worth spending the extra dollars on both? Is this a deal worth walking away from if you find out it's going to be more costly than expected?

Welcome aboard! You've found a hotspot for REI information. Connect with other investors in your area. Seek out a REIA and attend some meetups. Read and listen to podcasts. You'll find a huge amount of information about your strategy and the experiences of other investors such as yourself.

Ask a couple different brokers in your area what they charge and what services they have to offer to support that charge. "appropriate percentage" is a variable...I would say it depends.
