I have a 33% success rate with Craig's list people. 66% were scary and did crappy a** work. The fancy plumber outfits with vehicles all tatted up are usually pricey also. I asked my wife to post a need for a plumber on facebook and had good results. Ask around

Definitely drywall. It looks like a brush was used to create an overlapping fan pattern

I'm trying to match the finish on some drywall. The existing finish has an overall look like fish scales. I think they used a brush of some sort to make fan like sweeps that overlap each other. If this makes sense to you let me know what I need to duplicate it and blend with the new wall.

No. sounds sketchy to me unless you have been there and shook his/hand, met their family, walked the property and had your attorney with you. Just saying
