You may want to consult with a landlord-real estate attorney that understands SF rent ordinances really well.  There are several in the city.  I would put in a plug for my brother, Anderson Franco, who has taken city ordinance issues to the CA Court of Appeal.  Good luck.

@Kevin Moules I live in Oakland but have traveled to the Fresno area on a few occasions.  Can you discuss the area you purchased in and any other raw numbers (i.e. purchase price, rent of units) and what you've done since to increase the value?  Since it's a 4-plex, the usual cap rate/net operating income numbers wouldn't seem to apply in terms of value-add but would be interested in learning more about any increases in rent and income that you've added.  Thanks! 

Don't underestimate the amenities that California has over most states.  While people who live in expensive places such as San Francisco, the Peninsula, or South Bay may have an option to move from their locale, this doesn't mean that they will leave all the benefits of living in the Bay Area or California.  So I can imagine people moving down toward Salinas-Central Valley area but I highly doubt people will leave the state.

@Dan Wentworth Your post was (unfortunately) the most informative and transparent answer in this thread to date.  I am disappointed because I was seriously considering the protege program after seeing how simple, straightforward and educational his ad-free Youtube videos were.  I was then getting retargetted ads following me all over the internet when I realized that the youtube ideas are probably a HUGE marketing funnel for leads.  Anyhow, I think I'll stick to finding another potential mentor and continue reading more books.

I have seen some CRE in this area also.

@Andrew Goodwin would you be able to chime in regarding the Robertsdale neighborhood within Whiting?  I've seen some properties pop up here also.  I see most 1BD/1BA rentals for for $550-$750, which is a large range.  Would love to know your thoughts.
