When it comes to estimating rehab, it's the best $30-$50 you'll ever spend. Read the book, walk through a property, generate a SOW, use his cost estimates and then add 10% ;) Stop trying to cut corners - failure to educate yourself is a quick ticket to losing money hand over fist. If it were easy as "hmmm, square footage times some random magic number = my estimating costs!" then everyone would do it successfully.
I think there are plenty of markets where 30k will buy you a good rental. I wouldn't put Baltimore on that list.

I will probably be in the minority here but I'm not seeing your vision. I guess I would be factoring quality of life. Are your 3 kids and 2 dogs going to be happy living in an apartment? What about a duplex? Or what about NOT moving and just investing in a MF?

Can the electric company spread out the deposit? When we bought our house, the new electric company wanted a hefty deposit despite having great credit and an immaculate payment history with the old electric company. Instead of forking over all of it, they let me split it over 3 payments...

I can see both sides of the debate. At the end of the day, if it works for you and your friend, great. In every situation, there is a win win. If you think it's unfair, find someone else. There are a million agents that would do the same thing for you, without a retainer. Do you want to work with them or your buddy?
I would definitely add clauses in there to protect your money in the event of you make offers and none are accepted, or if you pay $1500 and feel like he isn't doing his part in trying to find you something.
