Anyone have any experience with replacement cost insurance?

I'm considering it on my 4 houses in west Philadelphia.  I currently have a landlord policy with Allstate that has actual cash value. 

The quote I got with the replacement cost insurance is %33 more.  Not sure if it is worth it?

Can anyone share and tips or insight on bidding on HUD properties? I live and invest in West Philadelphia.

I understand the bidding process and the different rounds of bidding (non profit, owner occupant, investor), but I'd like to know if there are loop holes or back doors to the process that can be exploited to help me win more bids.
