Mike, one good resource would be your local planning and zoning department's website. Many counties/cities publish guides on their subdivision and rezoning process.

While it is relatively new, we are working on a website called development-club.com which has articles aimed at tackling some of these issues.

This appears to be the GIS map for your area: rpgis.isd.lacounty.gov/Html5Viewer/index.html?viewer=GISNET_Public.GIS-NET_Public

GIS maps will usually allow you to select "layers" including an overlay of the existing zoning districts. After applying the appropriate layers, you can typically zoom in on the property to find its zoning designation.

As others have said, you should confirm this information by consulting with advisors, including the city, architects, and your land use attorney.
