No you will not be able to, they do not care what the total value is they look at purchase price.

Where do you find cash flowing properties in NYC, He will need it to be his primary residents, In addition he will need to live there for FHA.

Get a contract on it put ina contingency and then market it (Maybe even on the market place on bigger pockets)

How can someone know, we have no clue where it is, what it is, and whats needed. 

You can ask a contractor how much he charges for a gut for A SF in your town to get a feel of what it will cost

It will be almost impossible to cash flow in NYC on these small deals, you are buying it for appreciation.

not only that I have a negative cash flow on my home and i put down 75% and I live there if I would rent out my apartment I would maybe just break even (Before maintenance that is needed a lot since it is a old house)
