I own a property that's free and clear. But I have bad credit (fica score 426) I want to know if I can pull money out of the property and can I get approved for a multi family units??

I have a fica score 426. But I inherited a property in montebello California its free and clear it's worth about 390,000. 

Can I pull money out of the equity and invest in multi family properties? With bad credit?
