They are previous owners. Can I ask why would it be more difficult if we are now the legal owner?

We have just acquired a property through a tax sale (Kansas) and would like to present a friendly but direct letter to the occupant that we have the property now.  We would like to give them the option to rent if they qualify but if not they need to vacate. Any templates that anyone has used or any suggestions?
