My suggestion would be to hone in on 2-3 neighborhoods in the region that interest you and start checking out what is available. There are quite a few properties for sale in the region at various price points.

Also my next suggestion would be to start to figure out the financing piece of the puzzle. I have a few contacts that can assist you when it comes to mortgage financing, etc. For example, there is no point in checking out $650,000 properties if the most you can finance would be say $300,000. With that being said, there are creative methods to financing.

My one former co-worker has invested in 2 properties in the Grays Ferry area. From my conversations with him, he is very happy with the results of doing light rehab work and getting quality tenants. 

Thanks to Point Breeze rapidly increasing with new construction and rehab work over the past 5 years a lot of that activity has trickled over to Grays Ferry. It's not that large of a neighborhood, so there's not exactly one area better than others...but close to Point Breeze seems to be higher valued. 

The average rents that I have seen for either a 2 bed or 3 bed row/town house has been anywhere from $900-1200 depending on the cosmetic upgrades and features (i.e. garage, outdoor space, etc).

@Michael Enriquez - typically in Pennsylvania, houses are inspected after an offer is accept. Sales contracts have an inspection and repair contingency where Buyer can have an inspection done and terminate the contract if any issues arise.

@Aaron Osgood - it's going to be a tough one. Can it be done...yes...but from my experience as an agent and investor with the city of Philadelphia, it can be very very challenging. 

Obviously having the house boarded up will be an issue for some potential buyers, but when you look at neighborhoods such as Fairmount and to an even more extreme example of boarded up houses, Point Breeze and Brewerytown, buyers are drawn to these areas.
