It basically said that -- using the model hypothesized by the authors -- that if voters had the ability to define the absolute value of home-ownership subsidies, then the more homeowners there are, the more demand elasticity there will be for the subsidy and the more likely it is that a bubble will occur. 

That would be super helpful in hypothesizing what the next high volume neighborhood will be.
