No harm in asking the tenant to clean and otherwise make repairs, but, honestly, you have no basis to withhold if the tenant claims that the damage pre-existed him/her or that the property was in even worse condition when he/she moved in.

If I have a property that I want $1400/month in, I have in the contract that the rent is $1450/month with a $50 discount if paid on or before the 1st of the month.
