He forwarded me all of his leads from his whole sellers and I found a property that I was interested in.

No harm in asking the tenant to clean and otherwise make repairs, but, honestly, you have no basis to withhold if the tenant claims that the damage pre-existed him/her or that the property was in even worse condition when he/she moved in. 

For you TN investors what areas have you been investing in?

if the house is not keeping the heat in I would work on that before anything else.

The last thing you want to do is to be stuck in a property that is a total disaster and where you have no cash flow coming in.

Hi Enrique, I guess my question would be if you're already having issues in the neighborhood you're investing in, is there a reason you'd continue to invest there?

If I have a property that I want $1400/month in, I have in the contract that the rent is $1450/month with a $50 discount if paid on or before the 1st of the month.  

I have been looking into multifamily properties in the Tennessee area for about a month and have found a few I was definitely interested in.
