By my calculations, the rent collected should cover or at least come close to covering the PITI payment, which wasnt possible in the other areas I looked at, being Henderson/Vegas, Denver, and AZ.

At first glance I am thinking 25% down, you finance about 86k on a 30 year note, your PITI ends up about 690/month.
