I forgot to include this within my original post, but my reasoning for considering the apartment unit over the single family home to begin with was due to my limited cash on hand to support the needed 20% down on a single family home that is traditionally higher in asking value ( north of $150k ) than apartment units.

It also has had poor city government for years (very corrupt, in the unions pocket , never looking past the support mare island ( navy ) provided.)The last two will be changed by the demand for housing and new political blood.

The economic and business climate support this process, and the social factors of our population of buyers lead to them maintaining the houses.

Agree with @Lynn M. we had similar experiences where tenants had support from a local church but we had more hoops to jump through with some utilities; particularly our propane set-up.

If the higher rate is supported, you can start raising rents. 

Those legislators opposing SB 15-177 under the guise they want to "protect HOA home owners" have continually refused to support or sponsor Bills that would save home owners money, make current ineffective HOA laws effective, and improve HOA governance.
