I don't know what state you are in but you can likely register it yourself for cheap at the treasury of state website.

There are several free websites to call about crime rate, but I would first start by calling the non-emergency police department in that area and ask them what kind of calls do they get in the area you are interested in.

If you go to a lot of large landlord or apartment complex websites, they will often list their requirements to qualify.
