I would follow the lease agreement and directives from your Governor and ensure your tenants understand all the terms. 

And the present governor of Idaho, Brad Little, has made it a priority that Idaho graduates more qualified educated people, for the needs of employers.

@Jay Hinrichs I believe so, Texas governor just signed an executive order to be the first state to open back up by the 19th.

Tenant is immune till end of Jan. 2021 (and longer if Governor Newson extends the moratorium). 

The governor can no longer resist the pressure.  

The governor's order included a rent-increase cap, I believe it's 20% so it shouldn't affect your plans.

I'd also put that in writing, though, and make sure they knew that you were also copying anyone involved that might matter - the mayor, governor, HUD main office, etc. 

Will depend on the NJ Constitution but if it’s like most, the Executive (Governor) lacks the legal authority to make a new law or modify an existing one.

I read at www.IN.gov there was some clarification of the governors non-eviction order by the Indiana Supreme Court, but I'm not sure what the court said. 

Lorena González introduced the emergency ordinance extending the eviction moratorium, which Governor Jay Inslee enacted and Mayor Jenny Durkan affirmed, a further six months past its June 4th expiration date.
